JOE: Cooperative Extension and Faith-Based Organizations

This article explores the historical relationship between Cooperative Extension and faith-based organizations. Using historical texts, the authors show that since the passage of the Smith-Lever Act in 1914, Cooperative Extension has worked with faith-based organizations, such as congregations, to promote community renewal. Extension and congregations–then and now–share a deep commitment to building community. The authors conclude that by remembering its historical roots, Extension can renew a vision for creating a just, democratic society. In this way, Extension can help create healthier communities.

  • Colleagues should consider building relationships with local churches and faith-based organizations to provide outreach to intended audiences and to conduct educational programming.
  • If we are going to partner and program with an organization we should be certain that the organization does not discriminate on the basis of any protected category (including religion).  For that we should use the nondiscrimination letter template (Word doc download), ask that it be signed and returned with the nondiscrimination statement or policy of the respective organization.
  • Activities and events that Extension is involved in must be open to all and promoted as being welcome to all. The faith-based organization might want Extension to partner for their membership only. We should probably stay clear of that situation and negotiation would be necessary so the activity or event can be open and welcome to all.  Things can usually be worked out.
  • We should include the nondiscrimination statement on promotional materials that show our identity, such as our logo, and are carried out in partnership with other organizations.
  • Messages to participants on paper or in person should not be religious in nature.   Some situations might require negotiation with the faith-based organization that you are partnering with.
